Streets overrun with animals. A completely unexpected disaster. There are no preset answers. Type whatever you think the city should do — then live with the consequences. Every order can change the crisis, drain or grow the city treasury, upset the public, win over different groups, or somehow make everything much worse. Clever ideas might save the day. Expensive ones might bankrupt the city. Ridiculous ideas might work better than they have any right to.
